Easy USB Creator is a simple and easy-to-use utility that lets you burn a EasyRE ISO image to a USB or other removable disk with a single click. You’ll need to press the ‘…’ button in the top-right of the Easy USB Creator dialog to select the ISO image to convert to a bootable USB. The exact name of the downloaded ISO image may depend on how it was downloaded, as will the location of the file.

Select the EasyRE ISO image you downloaded earlier, the name may vary.

Select the Removable Drive

After selecting the ISO image to burn to the USB, you’ll need to select the removable drive or USB stick to burn the ISO to.

I just want to point out that Easy Recovery Essentials for Windows is anything but a scam. Our engineers at NeoSmart Technologies would be scandalized (well, miffed, at the very least) to hear you say that: we've been working on creating a CD to fully reverse engineer and recreate (instead of try to repair) your entire boot configuration for years. Having DV thankfully succeeded in creating a CD that pretty much fixes all boot-related issues we've come across, we're now working on making EasyRE fix common problems with Windows itself (e.g. latest updates find and fix infinite loops associated with Windows Update problems).
That said, to reply to the original question from before: Yes, EasyRE is Linux-based and as such cannot be run from within a Windows PE environment. We have our own instructions on making a bootable USB repair stick with EasyRE on there, and it plays nice with EasyBCD's 'create bootable external media' feature (in ISO mode).
(It used to be based on Windows PE, but Microsoft has completely brought to an end all 3rd-party ISVs' licensing of Windows PE - only OEMs are allowed to use it now. Fun fact: any ISVs still using WinPE for their bootable environment - including antivirus and partitioning companies - are in violation of the WinPE redistribution policy.)
