I Can't Download Files On My Android

I cannot download files or attachments.They look like they are downloading all the way,but the file does not show up where I asked to save it,or when I ask to run it from current location.

I have done avg and avast virus scans and have zone alarm firewall.I also have done the following: adaware,spybot s&d,advanced spyware remover,a-squared,ewido,x-cleaner,went through msconfig,chkdsk,tried a roll-back,cc cleaner,empty temp folders,cleared prefetch and cookies and temp internet files and temp file.Nothing has fixed this problem.
