Windows 10 recognizes the intel USB 3.0 Controller and installed a Driver for it. But no USB 3.0 Port is working neither front nor back.(Only USB 2.0 Speed) I tried to install several drivers from Win 7 to Win 8.1 but the Setup is not accepting the Windows version. Google turned up DELL have Version 15.2.30.280 of Intel USB 3.1 eXtensible Host Controller and Hub Driver. I downloaded the factory recovery media for Windows 10 and used that to perform a clean install of that OS to a new SSD, again, no problems.
